Are short clothes really responsible for Rape in India?

This has been a debate amongst Indians since ever. People would say things like, 'She was wearing short clothes', 'she wasn't aware of surroundings', 'she went out late at night', etc. But is this really a reason, or is it just a way to say, 'We men have done nothing wrong.' It is high time we understand that it is the insatiability of males that is causing the rise in rape cases.
I was watching a video on Youtube today which showed the results of an experiment conducted in Kolkata. They were asking people if the short clothes really are the reason for rape? You would be surprised yourself after seeing it. I was amazed at narrow mindedness of the populace. And not just men but women also were saying the same thing. How can we be blind to such simple things. Men are the real animal here.

Why should we judge a girl by what she wears? Isn't it supposed to be what you like to wear?
People should start asking these questions to themselves before giving out an opinion on what women should wear. It is men who should change their thinking rather that asking women to change their clothes. And even if you say that women should stop wearing short clothes, what length would you suggest that would not invite a rapist. Those rapists who don't even distinguish between a 5yr old and a 50yr old. Would they really spare a girl because she is wearing the right clothes.

Change yourself people before changing others. Don't ask your daughters to start wearing clothes of right size, ask you sons to behave properly.
